Puerto Rico viewed from a gringo’s perspective

I just read a strange piece of news. It looks like Governor Anibal Acevedo Vila is going to try and sell the Puerto Rico lottery. He of course is doing this so he can even out the Puerto Rican books and have a greater chance of getting re-elected.
I don’t really have an issue with letting things go commercial here in Puerto Rico. Too many things that could be privatized are run by the Puerto Rican government here anyway. I assume it still holds true that statistically lotto tickets are purchased in general by uneducated or people with less funds in hopes to turn their lives around. Companies sole purpose is to make money and in theory government should be for the people. I guess my question is it ok to turn the lottery over to a company who will most likely screw with the odds to make more money? Does it even make a difference because the government is corrupt anyway and is most likely pocketing the cash made on the lottery?

I will never understand those choices. The lottery gives the government a somewhat steady stream of income, so, why sell it?… and on top of that he also wants to eliminate the sales tax, wtf?
Where will the money come from?
He’d increase excise taxes more than likely.. ugh.
